Write the Text
Start off by using the text tool to write whatever your text. Most photoshop text effects look best when a big and thick font is used, this tutorial is no exception. Additionaly for the purposes of this tutorial set the colour of the text to light grey, I used 20% grey or RGB (205,205,205).
Now duplicate the layer (right click on the layer, in the layers panel and choose 'duplicate layer...' from the context menu). Change the colour of the text in the new layer to a shade lighter than the one used in the first step. Rasterize the layer,(right click on the layer, in the layers panel and choose 'rasterize layer...')

Plain Two Tone Text
Make sure the the rasterized layer of text is in focus. Use the eliptical marquee tool to draw an oval shaped selection across the text.
Then goto Select -> Transform selection to transform the slection so it partially covers the text as shown in the picture above, hit Enter to apply the transformation, then press delete to delete the lower half of the text.
