Futuristic Decay Interface
Duplicate the layer by right-clicking it and chooing duplicate layer. Then on the duplicated layer either disable all layer styles or delete them.
Goto Filters→Noise→Add Noise
Select the photoshop eraser tool.

Select the photoshop eraser tool.

Select the eraser tool and use a brush with a soft edge and low flow to erase parts of the layer to give the whole thing a decaying or rusting effect. If you want you can use hue and saturation with colourize to add some color to the decay.
Now the creative part of the tutorial, the part where you add some finishing touches to the interface. The type of finishing touches that you want to add will depend on what you plan you use this for. Possible uses include, menus, flash sites, iframes, content areas etc.
